‘Securityness’ at Issue

The quoted articles were the first attempts from parts of the navy to push neglected naval problems on the defence policy agenda. An agenda that through the planned development of a new domestically engineered fighter aircraft (JAS Gripen) and reinforcements to the army seemed to marginalise the entire naval branch—something that went against the development in most surrounding states. Submarine hunts would provide the vehicle to do the job (SvD, 7 October 1980, p. 6).

Another theme that would prove pervasive surfaced on October 5. A news article in SvD was entitled: 'Defence Staff vs. Marine Staff: Internal Disagreement on the Submarine Hunt' (SvD, 5 October 1980, p. 6). The article reveals that the marine staff claims to have identified the nationality of the submarine, while the central defence leadership in the defence staff discredits their evidence. This illuminates a wish to force the notorious genie back into the lamp after its release in the widespread comments on nationality by marine authorities.

Yet another concern raised by the incident was the implementation of international law—an issue that would continue to be controversial and that had clear implications for the 'securityness' of the submarine problem. On the one hand, as the SC initially pointed out, the navy was required to reject a surfaced submarine rather than detain it. On the other hand the increased pressure applied by the political leadership and the media made this option increasingly embarrassing. Consequently, the 'what if-issue became a major concern for the SC while the political level was divided on it and avoided it as best they could (Diary of Lennart Ljung, 25 and 27 September 1980).
